Transforming the Highways Agency: PACTS reponse to consultation

PACTS submitted a response to the Government consultation on transforming the Highways Agency into a government-owned company, seeking a long-term framework for roads investment and creating an independent watchdog to ensure that the interests of road users are represented and the company’s performance is subjected to effective scrutiny and challenge.
