• Synopsis of presentation (in due course, if nec) The presentation will set out Highways England’s ambition and approach to road safety in that “no one should be harmed when travelling or working on the strategic road network”. It will also set out our safe systems approach and how our new safety plan will drive improvements in road safety across the strategic road network.
Biography: David Stones, Divisional Director – Professional and Technical Solutions, Highways England
Over twenty years’ experience in feasibility studies, design, project/ programme management and implementation of complex transport initiatives, including six years overseas in the Far and Middle East. Senior level responsibility in private sector consultancies/public sector for resource management, cost benefit analysis and business case production, commercial performance, programming and budgets, risk management, technical and fee bid proposals, procurement of services and environmental and economic assessment. Extensive experience of directing and managing external suppliers in a client role to deliver to time, cost, quality and agreed performance metrics.
Significant experience of the planning and Development Consent Order process requiring the preparation and evaluation of transport impact assessment studies and scheme appraisals to facilitate development, regeneration and economic growth. Acted as an expert witness on behalf of the then Highways Agency at a number of planning public inquiries to outline its policy and technical position. Led the development of continuous operational improvement across the strategic road network through delivery of national initiatives for incident prevention and incident management to improve safety and journey time reliability.
Currently Divisional Director in Highways England Professional and Technical Solutions Directorate, developing strategy, policy and delivering programmes with national responsibility for road safety, safety risk governance, traffic appraisal, traffic modelling, scheme economics and business case justification, environmental improvement, air quality, and asset, operational and Smart Roads development.
