Harry Garnham is Head of Roads Performance at ORR. Harry monitors Highways England’s delivery of the Roads Investment Strategy and holds them to account. This monitoring covers all aspects of Highways England’s performance, including road safety and Highways England’s requirement to reduce KSIs. This work culminates in the annual publication of an assessment of Highways England’s performance, where safety is discussed in detail.
Prior to ORR, Harry worked for Highways England for 11 years, primarily focussed on supply chain performance and maintenance requirements.
