Warwickshire Road Safety Partnership brings together Warwickshire Police, Warwickshire Fire and Rescue Service, Warwickshire County Council’s Transport and Highways teams, and other key partners to coordinate and deliver countywide road safety activity.
Working collaboratively across agencies, the partnership is committed to reducing fatal and serious injuries on Warwickshire’s roads and improving safety for all road users, including those walking, wheeling and cycling.
Delivering safer roads across Warwickshire
The partnership’s Road Safety Strategy to 2030 sets an ambitious target to reduce fatal and serious injuries by 50%, underpinned by a commitment to the Safe System and a long-term ambition towards Vision Zero.
Key areas of focus include:

- A strong emphasis on Safe System thinking, recognising that people make mistakes and the transport system must be designed to prevent those mistakes from resulting in death or serious harm
- Local fatal collision reviews using a Safe System lens to better understand how and where system failures occur
- Expanded education and behaviour change programmes, including initiatives delivered in colleges such as “garage anxiety” sessions
- Evaluation of driver bystander education programmes led by Warwickshire Fire and Rescue Service
- Systematic Safe System reviews of high-risk locations, including rural hump-back bridges, considering infrastructure, speed, vehicles and road user behaviour
Why Warwickshire Road Safety Partnership joined PACTS
Within its wider partnership plan, Warwickshire identifies several priorities that require national coordination and government support, including graduated driving licensing, wider adoption of advanced vehicle safety technologies, and the creation of a national road safety investigation function to strengthen learning from collisions. These are all themes included in PACTS manifesto for road safety published in 2024.
Membership of PACTS helps the partnership to work collaboratively with others, share expertise, and amplify its voice at a national level. The team highlights initiatives such as the PACTS manifesto and joint responses to government consultations as important examples of coordinated influence across the sector.
Current focus and opportunities
A key challenge and opportunity for the partnership is embedding Safe System principles consistently across all areas of delivery and ensuring learning is shared and applied across organisations.
Work is currently focused on:

- Strengthening the local fatal collision review process using Safe System principles
- Expanding education and engagement programmes across all Safe System segments
- Developing and evaluating behaviour change interventions, including driver education initiatives
- Continuing structured Safe System reviews of high-risk sites across the county
Raising awareness of the 50 by 30 campaign and Safe Systems approach to road safety, to Warwickshire residents and our visitors by organising community-based events that target specific road user groups who are statistically vulnerable and are at a higher risk of being involved in a KSI collision.
Through this work, Warwickshire Road Safety Partnership is helping to strengthen a coordinated, evidence-led approach to road safety and supporting wider national progress towards reducing death and serious injury on the roads.
