PACTS’ 2026 Joint Working Party Meeting brought together transport safety experts to examine how anti-social behaviour affects people using and working across the transport network, and what can be done to tackle harassment and harm.

The morning plenary, chaired by Dr Sarah Jane Fox, brought together perspectives from research, policing, transport partnerships and the rail industry. Speakers explored the scale and nature of anti-social behaviour, the experiences of different transport users, approaches to reporting and intervention, and how transport organisations can work together to improve safety and confidence.

Speakers included Dr Ruth Lamont, Dr Jonathan Flower, Paula Shortland, Elle Hughes and Dean Johnson.
The discussion highlighted the importance of understanding how anti-social behaviour affects different groups and roles across the transport network, and the need for effective reporting, partnership working and practical interventions.
In the afternoon, PACTS’ five Working Parties met separately to discuss current priorities and areas of work across road, rail and aviation safety.
We are grateful to TRL for hosting the meeting and to all our speakers, Working Party leads and members who contributed to the discussion.
The Joint Working Party Meeting is an exclusive event for PACTS members.
