We are proud to share that the PACTS model of parliamentary engagement in road safety, has been adopted by Thailand’s Parliament to address their own road safety challenges.
In October, the Thai Parliament established a Road Safety Working Group and four subcommittees, chaired by Mr. Pichet Chuamuangphan, Deputy Speaker of Parliament. This groundbreaking initiative unites members from across political parties, showcasing a strong commitment to reducing road fatalities in Thailand, where rates remain ten times higher than in the UK.
The four subcommittees are led by influential figures dedicated to driving change:
-
- Mr. Nikorn Chamnong: A long-standing advocate for road safety improvements.
- Mr. Surachai Liengboonlertchai: Former Vice President of the Senate.
- Mr. Supachai Somcharoen: Former Supreme Court judge.
- Dr. Witaya Chardbunchachai: Chair of the Subcommittee on Technical Affairs.

These groups aim to utilise legislative authority, government oversight, and cross-agency collaboration to tackle road safety issues head-on. On December 18, a seminar hosted by the Parliament underscored this commitment by exploring global best practices and innovative technologies, such as AI helmet enforcement cameras in Chiang Mai.
We would like to extend special recognition to Barry Sheerman (PACTS President and a former Labour MP for Huddersfield) and David Davies (Former Executive Director at PACTS), who worked closely with the Thai team during the early stages of laying the foundations for this transformative initiative. Their guidance and support have been instrumental in shaping this global collaboration.
We are delighted to see the PACTS model inspiring international road safety strategies. This collaboration demonstrates the shared vision of striving for safe roads globally.
