The PACTS Road Environment Working Party (REWP) brings together PACTS members from local authorities, academia, government, road safety organisations, industry and road user groups to explore how the road environment can be designed and managed to prevent deaths and serious injuries.
The Working Party provides a forum for sharing evidence, practical experience and emerging approaches to road safety engineering, infrastructure and traffic management. Its discussions help inform PACTS’ policy work, briefings, reports and engagement with Government and Parliament.
REWP considers how the design, management and operation of roads can support Safe System recognising that people make mistakes and that the transport system should be designed to prevent those mistakes from resulting in death or serious injury.
| 👥 Members | A network of professionals from local authorities, government, academia, road safety organisations, industry and road user groups |
| 📅 Meetings | Held three times a year (hybrid participation available) |
| 🎯 Focus | Road design, infrastructure, speed management, traffic enforcement, data and Safe System implementation |
| 📄 Outputs | Briefings, consultation responses and evidence reviews |
Recent discussions and areas of interest include:
-
- Supporting implementation of the Government’s Road Safety Strategy through effective road environment and infrastructure measures
- Promoting the Safe System in road design, development and traffic management
- Using collision, near-miss and connected vehicle data to identify and address high-risk locations
- Improving the safety and accessibility of junctions and crossings, particularly for people at greater risk of harm
- Exploring approaches to speed management, including functional speed limits and speed compliance
- Supporting local authorities to develop Safe System-compliant road designs and local design guidance
- Understanding how road infrastructure can better meet the needs of neurodivergent children and other road users with different needs
- Improving access to high-quality collision and road safety data to support evidence-based decision-making
- Exploring the role of traffic enforcement and how enforcement income can be reinvested in road safety
- Considering the safety implications of developments and the importance of Safe System principles being embedded in planning and design

Kate has chaired REWP since January 2023.
Martin Wiltshire, Vice-Chair, REWP

Martin is the Highway Safety Manager for Safer Roads & Parking at Hampshire County Council. He enhances the REWP with his years of experience in a local authority bringing expertise on the application of Government regulations and implementation of devolved powers. He has authored papers for PACTS including on moving traffic enforcement.
Recent highlights
Recent discussions have explored a range of road safety issues, including:
-
- Data-driven road safety: Exploring how connected vehicle, near-miss and driver behaviour data can complement traditional collision data, helping local authorities identify high-risk locations and target interventions before serious collisions occur.
- Inclusive road safety and the Safe System: Considering how road environments can better meet the needs of different road users, including neurodivergent children, and exploring opportunities for more inclusive design and system-level interventions.
- Road Safety Strategy implementation: Supporting the implementation of the Government’s Road Safety Strategy and considering how national ambitions can be translated into effective local action. Areas of interest include speed management, Manual for Streets, local design guidance, access to detailed Stats19 collision data, Safe System principles, traffic enforcement and coordination between local and national road safety policy.
