June 2025 has seen a series of important road safety discussions across both Houses of Parliament — with growing momentum behind issues PACTS and our members have long championed.
Vision Zero for the Bus Sector
The Bus Services (No.2) Bill has returned to the House of Commons after House of Lords scrutiny. Notably, an amendment by Lord Hampton calls for a national Vision Zero goal for the bus sector. PACTS is preparing a submission in support of this amendment, aligning with the Safe System and longstanding efforts to eliminate road deaths and serious injuries
Illegal Use of E-Cycles
A House of Lords oral question, tabled by Lord Hogan-Howe, explored how police forces are tackling illegal use of electric cycles. PACTS provided background briefings to support several Peers in the debate. While no firm action was confirmed, the Government indicated that the upcoming Crime and Policing Bill may include relevant measures.

Ghost Plates and Vehicle Crime
On 12 June, Sarah Coombes MP hosted an event in Parliament highlighting the growing issue of so-called ghost plates—illegal or cloned number plates used to evade detection and enforcement.
In response, Sarah Coombes MP has introduced a Ten Minute Rule Bill that would introduce stronger penalties for those using ghost plates to avoid detection. The Bill proposes fines of up to £1,000 and six penalty points for individuals found driving with illegal or cloned number plates.
The event underscored the urgent need for better regulation and enforcement mechanisms, as well as collaboration between industry, trading standards, and law enforcement.
Parliamentary Bike Ride 2025
On 10 June, PACTS joined the annual Parliamentary Bike Ride in London, uniting MPs, campaigners, and advocates to highlight cycling’s role in creating a safer, more sustainable transport system.
