Protect Young Drivers, hosted by PACTS, has announced a new partnership with Confused.com to improve understanding of the risks facing newly qualified drivers and support measures to better protect them on the road.
The partnership brings together expertise from across the road safety and insurance sectors to deliver data-led education, support informed policy discussion, and highlight practical ways to reduce risk among young drivers.
Young drivers continue to face a disproportionate level of risk on UK roads. Around one in five people killed or seriously injured in collisions involving cars are in crashes involving a young driver. Young male drivers aged 17–24 are four times more likely to be killed or seriously injured than drivers aged 25 and over.
At the same time, high insurance costs reflect this risk, with newly qualified drivers facing average premiums of over £2,000. Improving safety is therefore not only critical for saving lives, but may also contribute to reducing costs over time.
About the partnership
Protect Young Drivers is a central hub for evidence, insight and action to reduce serious road harm among young drivers. Supported by police, fire and rescue services, local authorities, academics and bereaved families, it brings together research and real-life experience to inform better policy and practice.
Confused.com is one of the UK’s leading price comparison platforms, helping millions of people compare car insurance and other financial products, while using data and insights to better understand driver risk and behaviour.
Through this partnership, Protect Young Drivers and Confused.com will:
-
- Share insights on road safety data, driver behaviour and industry trends
- Support the development of evidence-led reports and resources

Looking ahead
This collaboration marks an important step in strengthening the evidence base around young driver risk and supporting practical, policy-relevant solutions.
