PACTS has written to the Secretary of State for Transport, Rt Hon Grant Shapps, urging improved safety on smart motorways. PACTS insists that these measures must be funded by additional government grant, or from Highways England’s major schemes budget, and not from its road safety budgets which are needed for other works on the network.
