I have over 36 years experience of working in Local Government, most of which has been in Senior Management roles. In my current role as a Corporate Director in Northamptonshire County Council I have direct responsibility for the delivery of a wide range of functions including Economic Development, Waste Disposal and Recycling, Highways and Transportation, Environmental Services, Energy Reduction and Carbon Management, Strategic Planning and Infrastructure, Development Control, Archaeology, Strategic Land Holdings, Trading Standards and the Fire and Rescue Service. As part of this role I am responsible for the management and delivery of major contracts valued in the order of a billion pounds and also the County Council’s Capital and PFI programmes for schools and Adult Social Care.
Although I have worked as a Corporate Director for many years, my background stems from being a qualified Chartered Civil Engineer. During my career I have gained significant experience in road safety and traffic management and led these functions at South Glamorgan County Council. It was in this capacity that I managed and developed many road traffic accident prevention schemes and undertook detailed accident analysis. I also helped trained the South Wales Police in developing their capacity and capability for accident reporting and assessments.
My current focus is to lead on the implementation of one of the fastest growing growth areas in the country through targeting investment for infrastructure and new and innovative incentives to encourage inward investment and more jobs. This builds on the significant experience I have gained in the past by being directly involved in the delivery of a broad diversity of transport and infrastructure initiatives and projects ranging from the re-opening of railways to passenger services through to leading on new port developments and airport expansion. Also, I have a long record of delivering successfully a broad spectrum of EU projects and initiatives especially in the fields of transport, new technology and behavioural change. As part of this responsibility I also lead on the establishment of new partnerships and “Strategic Alliances” with major national and international stakeholders in order to find new working arrangements and funding mechanisms for the implementation of traditional council services. This new approach to delivery has required one of the biggest and most radical transformation programmes in any local authority, again building on successful transformations I have delivered in other counties such as Essex and Hampshire. In particular, I have overseen the development of major changes in policy that have dramatically reduced budget envelopes.
