
PACTS is pleased to announce the appointment of a new Chair and Vice Chair of the Board of Directors and Trustees. At our recent AGM on 11 July 2024, Dan Campsall was voted in as the new Chair of the Board, and Teresa Ciano was voted in as the new Vice Chair.
Working in the road safety sector since 2003, Dan Campsall has led a wide range of multi-award-winning projects and programmes, commissioning and participating in research led intervention design, developing capacity building programmes and building effective multi-sectoral partnerships. Dan serves as company chairman of Agilysis, founding director of Road Safety Analysis, and he is also a fellow of the Chartered Institution of Highways and Transportation and a member of the Chartered Institute of Marketing.
Internationally, Dan has developed a professional network that includes working with global institutions such as the World Health Organisation and has had considerable involvement with the NGO sector. His work involves leading consortia of consultants and researchers to map institutional capabilities, national strategy and to build capacity in the non-governmental sector.
Dan says, “PACTS has been associated with significant advances in policy and legislation for the last 40 years, but this is a fascinating time to take on this role… There is much to do, drawing on its immense pool of expertise to develop an exciting new agenda during the next Parliament. I am immensely grateful to the outgoing chair, Anthony Ciaburro, for the role he has played over the three years bringing about significant changes to our governance and strategy and the PACTS President Barry Sheerman for his support. I am also thrilled to be working with Teresa Ciano as the new vice chair.”
Teresa Ciano has over 15 years experience working in Road Safety and enforcement and since 2017, has been the Partnership Manager for GoSafe: the Wales Road Casualty Reduction Partnership. Her team delivers strategic planning, communications and marketing, data and performance reporting as well as policy writing and compliance. She also oversees the work of four operational police units for GoSafe and two Central Ticket Offices with the partnership employing over 140 staff.
Teresa has worked on a number of key projects for the partnership, including the formation of an All Wales Partnership, digitisation and was instrumental in delivering the award winning Operation SNAP to Wales, the first forces to do so. Teresa has been working with National Roads Policing Operations and Intelligence (NRPOII) to set up the administration hub for Operation Tutelage (for vehicles without insurance) on behalf of forces in England and Wales, which was delivered in 2020 and is hoping to be expanded to include offences of no MOT and no tax in 2021. Current projects include working on the change to default residential speed limits in Wales to 20mph and designing an enforcement strategy for schemes installed for Air Quality in Wales.

PACTS would like to thank outgoing Chair, Tony Ciaburro, for everything he has done in his role as Chair and Trustee of the Board. His experience, knowledge and leadership will be missed. We wish him well for the future!
