
PACTS is pleased to announce its 2025 Joint Working Party Meeting, taking place in person on 20th May 2025 at the Smart Mobility Living Lab (TRL) in Woolwich, London. This event will bring together experts from across transport safety sectors to explore the relationship between mode shift and achieving Vision Zero.
In the morning, experts from various transport safety sectors will examine how mode shift contributes to achieving PACTS’ vision of a transport system free from fatalities and life-changing injuries, ensuring all users to feel safe. After lunch and an optional tour of the Smart Mobility Living Lab, our individual working parties will convene in the afternoon.
Main Session
Policies addressing the climate and public health emergencies have long promoted mode shift. However, the volume of the conversation around the safety benefits is muted.
This event will be an opportunity to hear from expert speakers who will present the latest research and insights on the safety benefits of mode shift. Discussions will examine how increasing the use of safer transport options can play a crucial role in preventing road deaths and serious injuries.
The session will provide an opportunity to share knowledge, challenge assumptions, and identify ways in which you, as a member of PACTS and as a transport safety professional, can contribute to broader policy efforts.

In the afternoon, there will be an opportunity to tour the Smart Mobility Living Lab facility.
Speakers

Tom Cohen is Reader in Transport Policy at University of Westminster, where he is also a member of the Active Travel Academy. Alongside his research on transport justice and active travel in general, Tom is very interested in behaviour change and leads a module on that theme as part of Westminster’s MSc in Transport Planning.

Sharon Kindleysides is a seasoned international transport and logistics professional with extensive experience in Smart Cities, Intelligent Transport Systems and Inclusive Transport provision. A Fellow of the IET, CIHT and CILT, her recent roles have included Interim Head of the Bus Centre of Excellence, CEO and Secretary General of the CILT and close involvement with the Women in Bus and Coach Initiative. Sharon is passionate about active travel, particularly walking and living in East Anglia likes to remind people that public transport and low-carbon last mile deliveries are vital outside of the M25 too.
